We urge the Department to reconsider the delay and modification of these rules as it has created confusion for students, institutions, and states. The regulation was developed during two prior negotiated rulemaking sessions and has received proper review and scrutiny.
We encourage the Department to immediately implement the rule. Delaying regulations would have a major impact on current and future student loan borrowers:. Students enrolled in distance education programs are older, poorer, and more likely to be an underrepresented minority than those enroll in non-distance-education-programs.
These students are more likely to be exposed to fraud and abuse by low-quality, costly education programs. Further, nearly 1 in 5 veterans are enrolled at riskier online-only, for-profit schools. Delaying the rule removes consumer protections that are vital for vulnerable students to make informed financial and education decisions.
Distance Learning During The Coronavirus Pandemic: Equity And Access Questions For School Leaders
The state authorization rule is essential to ensuring program quality and integrity for consumers. Additionally, the regulation provides additional protections that include a way to file consumer complaints and creating a way for states and institutions to address them.
For nearly a third of students enrolled in distance education programs, delaying rules that protect students could mean life-long student loan debt. Students should be offered the piece of mind that their education program will actually provide credentials that meet industry standards and are valuable to the current job market.
Finally, the Department has an obligation to provide students with disclosures and information that help people make informed decisions about their education financing. Reviewing regulatory rules for the third time is an unnecessary delay that puts many students and borrowers at risk of falling victim to expensive, low-quality education programs.
Again, we urge the Department to immediately implement the state authorization regulations. Student Debt Crisis is a nationwide advocacy group with over 1, supporters calling for fundamental reforms to student loan policies.
It was not until I began graduate school that I received financial aid. Teachers were being laid off: I wanted to be marketable. New to the city, separated from my husband, away from family; 2 small children: I went to the University for advice. No one said work and go to school part time. All they did was tell me that there were few grants for an MA: I would need loans and work study.
I worked at work study, carrying maximum hours, with classes at night.
I got Federal loans. Later, I realized that I could have taught school, aned gone to school part time. A program was also available specifically for teachers, to allow you to teach and take classes alternately NO one told me until it waws too late.
If I had known, I would never have borrowed money! All the financial aid office did was show you how to fill in the paperwork. I went to teach in inner city schools. I now realize that it will never be paid off The way these programs are set up is criminal: there should be truth in lending with these, as with other loans, forcing students and administrators to take a workshop on the pros and cons of a student loan.
Letter: Delaying oversight of for-profit, distance-education programs puts students at risk. Student Debt Story:. Pin It on Pinterest.Educational equity was already elusive.
How can leaders forced to consider distance learning as the No Child Left Behind. Every Student Student Succeeds. Race to the Top. Regardless of the names policy makers put behind national education initiatives over the last twenty years, the outcomes have been the same. Children are regularly left behind.
Every student does not succeed many actually lack a legit opportunity to do so. And when it comes to the educational equity race, the ever-elusive finish line makes it feel like we are not on a track, but on a treadmill. The coronavirus pandemic is revealing new layers of inequity that may end up setting us back even further. Education leaders are tackling the unexpected challenge of providing distance learning as the primary mode of instruction for weeks, months, and possibly the remainder of the school year.
How can school systems that struggle to deliver equitable results in a standard brick and mortar setting overcome the added challenges inherent in distance learning? Some districts have answered this question by deciding not to provide any learning, period. The legal obligations here are admittedly complex. Once school systems commit to provide any instruction, they are legally obligated to meet the needs of students with special needs.
They serve almost 30 million children who rely on schools for breakfast and lunch. Understandably, requiring students to have the technological resources and support at home needed for effective distance learning programs to work is a challenging legal obligation.
But what about the moral obligation schools have to give all children a real opportunity to learn? That does not go away because doing so is complicated. Fortunately, this challenge can also be a tremendous opportunity.
With Texas and Washington cancelling their high stakes state assessments and many states likely to follow, there is a real question of what the purpose of distance learning should be. These are not normal circumstances. Some working families are managing the double-whammy of figuring out how to work remotely and how to be brand new home school parents. Some families are economically impacted by the coronavirus pandemic and are rightfully prioritizing their financial survival.
Leaders should accept the reality that digitized math worksheets are probably not a priority for all students. But it is still important to have a clear definition of what successful distance learning should look like.Distance education, or distance learning, is the evolutionary product of the correspondence course, in which classes were offered by mail and communication between student and teacher relied on the postal service.
Remote instruction proved to be such a successful method of disseminating knowledge that classes were next offered through radio and television when those media became available. Finally, widespread access to the internet gave distance education yet another pathway, and one so convenient it has taken over the market.
Students pursue distance education because an online curriculum can adapt to individual schedules, and that flexibility is especially helpful for those currently in careers who want to earn an additional degree online. The entry of traditional universities into the distance education market has the benefit of offering coursework of high quality, but those courses are priced accordingly.
That means most students will need loans in order to afford an online degree. The Department of Education has a very helpful page with a great deal of information on college costs and financial aid, including loans for distance education.
When online education came into being, the government did not make student loans available for that purpose, because of the unregulated nature of what was offered.
Note: The ability to receive a federal loan for tuition at any given institution, whether or not it is online only, should not be construed as an endorsement of the quality of the education provided. You can apply for federal loans to fund your distance education in exactly the same manner as you ordinarily would, by filling out the Free Application for Federal Student Aid FAFSAwhich is also required for most private loans.
Complete the form online, print and mail a paper form, or request a paper copy by mail.

Not every school makes these loans, because the school serves as the lender and there is administrative overhead involved in that task. But if you are eligible, the Perkins Loan is an excellent borrowing opportunity. Most federal student loans need not be repaid as long as you continue to attend school at least half-time.
The exception is the PLUS loan, repayment of which begins when the proceeds have been fully disbursed. Some loans do have a short grace period after the time for repayment to begin, and in that period you may elect to withhold payment, but usually interest does continue to accrue.
Again, the PLUS loan has no grace period, but other loans give you six months. You can read more about loan repayment here. The government offers eight different modes of repayment :. Remember, the lender wants to work with you to make repayment possible.
Student loan deferment and forbearance options make allowances for short-term setbacks such as job loss, temporary reduction in work hours and income, and other situations in which your ability to pay is temporarily compromised.
For long-term loan management, consolidation loans may make better sense. Any of a wide variety of private loans may work: standard private loans, continuing education loansand career loans.
Ask your lender to recommend the private loans that best meets your needs. Distance Education Loans.Even in solid economic times, the prospect can be daunting to new graduates.
